What is the size and location of the Rockhampton Sport Precinct?

The full proposed site for the Rockhampton’s Sport Precinct is 28 hectares and is located on the Norman Rd (eastern) side of the CQUniversity North Rockhampton campus, nestled between Darambal Rd (the CQUniversity access road off Norman Road) and Yeppoon Road.  Stage 1, the new home for Rockhampton netball is situated on approximately 9 hectares of the site.

The main entrance will be located directly opposite Foulkes Street, and a signalised four-way intersection is being constructed at this location.

When will the project be constructed?

Construction is expected to commence in November 2026 and should be completed by late 2027, weather, labour and materials permitting.

Will construction impact CQUniversity staff, students and residential neighbours?

There should be minimal major impact to CQUniversity staff, residents and adjacent residential precincts on Norman Road during the construction phase of the Sports Precinct.   There may be dust, noise and additional traffic at times, however measures to manage these impacts are part of Council’s approved work methods in consultation with the approved contractor.

There will be a temporary site access created separately to CQUniversity’s Darambal Road access, off Norman Road. Construction traffic will not access the site via the internal CQUniversity road network.

How long will the Foulkes Street intersection construction take and what will it look like?

Foulkes Street works will incorporate the entrance for the Rockhampton Sports Precinct and include widening of the intersection, kerb and channel installation, traffic light installation and street lighting upgrades.

Works on Foulkes Street commenced at end September 2026 and are estimated to be completed in August 2027, subject to weather and ground conditions.

The works will be carried out over three stages, with dates subject to change:

Stage one – September 2026 until February 2027: Works on the western (CQU side of Norman Road). Norman Road and Foulkes Street will be open, with speed reduced to 40km/h.

Stage two – February 2027 until June 2027: Works on the eastern side of Norman Road. Norman Road will remain open with speed reduced to 40km/h, with the Foulkes St intersection closed. A detour will be in place via Springfield Drive and Nagle Drive.

Stage three – June 2027 until August 2027: Works in the centre median. The inbound lane of Norman Road will be closed at the Yeppoon Road intersection with a detour in place via Yaamba Road and River Rose Drive. Foulkes Street intersection will remain closed.

How are you protecting the environment for this project?

Rockhampton Regional Council, the Queensland Government and CQUniversity have committed to delivering more trees and better biodiversity for the Rockhampton Sports Precinct.

Trees are an important aspect of any sporting precinct providing much needed shaded and greenery. It is our intention that as many established trees as possible are retained throughout the precinct and the environmental plan commits to replacing any removals of significant trees with a 10 to 1 ratio, meaning 10 trees will replace any significant tree removal.  The design vision for the site is to ‘Reinstate the Canopy’, to restore the site’s character and landscape value, while enhancing the site’s potential for community and sporting use.

Stage 1 works are under an approved DA with flora and fauna obligations including engaging a qualified fauna spotter catcher to:

    • Inspect vegetation, hollows, logs, and habitat features prior to clearing
    • Identify, record, and safely manage native wildlife encountered
    • Supervise clearing to ensure fauna are not harmed or displaced without proper handling
    • Relocate fauna in accordance with legislation and approved protocols
    • Advise site personnel on fauna protection and stop‑work procedures
    • Maintain records of fauna interactions and relocations for reporting.

How will the community be able to use the precinct?

On completion, the precinct will not be fenced and will be open to the public for community use and benefit.

Plans are being prepared for ongoing use of the netball facility by Rockhampton Netball Association (RNA) and community members and to refine governance and usage arrangements.

Stage 1 also includes a recreational precinct, the extent and quality not seen before in the Region.   The youth-themed space, catering to all ages will include:

    • Multipurpose sports court (futsal, basketball, volleyball)
    • Pickleball courts
    • Handball and outdoor table tennis
    • Parkour
    • Climbing/bouldering walls
    • Rebound sports wall
    • Play tower
    • Racing slides
    • Fitness nodes
    • Extensive greening and tree planting
    • Informal grassed seating areas
    • Shaded hard seating areas
    • Projector wall

Keep an eye on this page and our socials for information about community access as construction nears completion.

What are the next steps for the Rockhampton Sports Precinct?

Detailed design of future components will be completed by late 2026 including multi use turfed fields, indoor sports centre and athletics facility. Fully designed ‘shovel ready’ projects will support Council to continue engaging with the Queensland and Federal Government and key stakeholders to advocate for future development and funding for the Rockhampton Sports Precinct.

Is there residential development near the Rockhampton Sports Precinct?

The Queensland Government declared the Central Queensland University (CQU) Rockhampton Priority Development Area (PDA) in December 2011 to facilitate urban development opportunities on land surplus to the university's requirements. The PDA encompasses the CQU Rockhampton North Campus and adjoining vacant land in Rockhampton North.

Established to support the long-term growth of the region, the PDA provides a planning framework for the integration of education, housing, recreation, employment, and community infrastructure within a connected mixed-use precinct. The Rockhampton Sports Precinct (RSP) falls within the PDA. The residential and broader development components outside of the RSP are being managed by Economic Development Queensland (EDQ) and Central Queensland University (CQU).

EDQ has recently sought proposals for a 15.6-hectare development site located in the south-eastern corner of the PDA. The proposed development presents an opportunity to deliver a new residential community with the potential for approximately 200 homes.

The site is strategically located adjacent to Central Queensland University and forms part of a broader vision that includes the new $61.1 million TAFE Excellence Precinct and the Rockhampton Sports Precinct.

     Development Opportunity:

    • Approximately 15.6 hectares
    • Capacity to deliver approximately 200 new homes
    • Freehold lots
    • Located within the CQUniversity Rockhampton PDA, which supports the integration of housing, education, employment, recreation, and community infrastructure
    • Zoning: Urban Living / Mixed Use
