Flood Risk Management Studies
Consultation has concluded
Rockhampton Regional Council is progressing investigations for the Flood Risk Management Studies (FRMS) for the local creek and catchment areas of Frenchmans and Thozets Creeks, Moores Creek and South Rockhampton. The studies are currently underway and expected to be completed in December 2023.
Project phases
The Flood Risk Management Studies for Frenchmans and Thozets Creeks, Moores Creek and South Rockhampton will provide an important response for addressing current and future flooding concerns for these catchment areas. Gaining community feedback throughout development of the studies is integral for the project team, assisting to corroborate data and provide insights into individual flooding experiences. To inform the study, consultation is being completed in three separate phases, as outlined below.
Phase 1: Initial Community Consultation (Completed)
Completed in June 2023, phase 1 asked residents to provide their first-hand experience from past flood events, helping to corroborate technical investigations being completed. Thank you to those residents who provided their feedback.
Phase 2: Consultation of Flood Risk Assessment Outcomes (In progress)
During this phase, we will provide residents with an outline of the flood risks, allowing them to engage directly with the project team to provide feedback and input into the flood risks identified and the flood risk management measures being developed. Interested residents can attend any of the three community information sessions detailed in the attached letter to provide feedback or ask the project team questions.
The community information sessions will be held across the catchment areas in October 2023. Members of the community are welcome to attend any session that best suits their availability:
- Moores Creek Information Session on Wednesday, 11 October 2023, Kershaw Gardens: 2:00pm – 4:30pm
- Frenchmans/ Thozets Creek Information Session on Thursday, 12 October 2023, Rigarlsford Park: 2:00pm – 4:30pm
- South Rockhampton Information Session on Friday, 13 October 2023, Alf Kele Memorial (Victoria Park): 2:00pm – 4:30pm

Phase 3: Consultation on Flood Risk Management Outcomes (Upcoming)
In phase 3 we will provide an overview of the flood risk management outcomes, seeking feedback from residents on the options identified. This final round of consultation will be completed prior to the end of the year. Residents within the local catchment areas will be notified ahead of the final round of consultation.
What will the studies achieve?
The studies will include development of a range of maps that illustrate the varying nature of flood risk across the study area, identification of problem flooding areas and infrastructure, and assessment of a range of potential structural and non-structural flood mitigation measures. Example flood risk maps are provided below.
